Issue
Did the Postal Service violate the provisions of the National Agreement, manuals, and handbooks when it failed to change the Grievant's attendance records from LWOP to UWOP?  If so, what is the remedy?

Opinion and award
(XXXXXXX), the Grievant, filed the instant grievance on May 9, 2001.  The parties presented evidence, arguments, and arbitral authority in support of their respective positions.  The hearing closed upon mailing of briefs on December 2, 2002.

Award

 The grievance is sustained.  The Postal Service is directed to change the Grievan's attendance records covered by this grievance to reflect her leave as UWOP rather than LWOP for timies when the Grievant engaged in union activity.

The grievance is granted.  The Postal Service violated Article 19, ELM 16, and Section 313.62 when it refused to change a Union Steward's attendance records leave status f rom LWOP to UWOP.
