AWARD:  The grievance is denied.  The Postal Service did not violate the National Agreement by reverting two bid positions in the HASH work area nor did it act in an arbitrary and capricious manner.

OPINION AND AWARD

    This matter was heard on August 6, 2002 in Salt Lake City, Utah based on a grievance filed on September 13, 1999 by Local 332 alleging that the Postal Service violated Article 12.3.B3 by reverting two positions in the HASH area.  The parties presented evidence, made arguments, and submitted arbitral authority in support of their respective positions.  The hearing closed on the same date.

    ISSUE

    Did the Postal Service violate Article 12.3.B3 of the National Agreement by reverting bids #8651624 and #86511619?  If so what is the remedy?
