30.1 Whenever Postal authorities issue orders for the curtailment or termination of Postal operations to conform to orders of Local authorities or as local conditions warrant because of emergency conditions, Postal authorities will noitify employees of the procedures to be followed during the curtailment or termination (see ELM, Part 519).
30.2 When it is proposed to eliminate, change, or implement local manuals, handbooks or policies, relating to the safety of employees as it applies to curtailment or termination of Postal operations, management will consult with the Union prior to issuance of said changes.
The Union shall be provided copies of any changes that are implemented.
30.3 When a decision is made to curtal Postal Operations, contact with the local authorities and news media will be made, if needed, by Postal Management, as a means to notify employees.
30.4 The President of Local 332 will be notified of and allowed to attend any meetings where the curtailment or termination of Postal operations is discussed.

ARTICLE 31
UNION MANAGEMENT COOPERATION
The parties agree to meet jointly within 90 days following the signing of this agreement to develop procedures of a joint staffing survey. The meeting is intended to identify a means to survey and make recommendations of Mail Handler positions on a semi - annual basis to the installation Head. The joint report, including recommendations, will be from the Manager Distribution Operations, Senior (or his / her designee) and the President of Local 332, and/or his/her designee. It is intended that the recommendations be acted upon by a written response to the joint committee by the installation Head.
