12.1 SENIORITY
Management shall furnish Local 332 with five (5) copies of the updated Mail Handler seniority roster, on a calendar quarter basis.
12.2 DEFINITION OF A SECTION
Sections are defined as follows:
<> A. General Mails FacilityE. All Units where Mail Handlers are assigned separately.
F. The opening of new facilities which affect the sections identified in Article 12.2A - 12.2E above, shall be discussed by the Labor / Management Committee in order to establish the realignment of the affected sections.

G. When it is proposed to take any action regarding the opening of new facilities or the shifting of operations, the employer shall notify the Union as far in advance as practicable.
12.3 REASSIGNMENTS
Reassignments outside the bid assignment Section:
A. The temporary movement of full time Regulars outside the bid assignment section, as covered by Article 12.3E3e of the National Agreement, shall be by juniority detail, except when a more senior Mail Handler has expressed a preference for that duty assignment.
A1. Management shall on a calendar quarter basis circulate out-of-area acceptance sheets to employees in the appropriate areas. Employees newly bid to these areas shall be given the opportunity to review and sign said sheets. This provision does not involve Article 8, Overtime.
B. An employee temporarily reassigned from his / her bid assignment section will be returned to his / her bid assignment before another employee from another section is reassigned into that bid assignment area.

12.4 POSTING
A. ABSENTEE BIDDING
Absentee bidding will be administered in accordance with the provisions of Article 12.3C of the National Agreement.
B. BIDDING:
B1. Bids for vacancies, or newly established duty assignments, or preferred assignments shall be in accordance with the Memorandum of Understanding concerning telephone bidding in the National Agreement.
B2. After the closing time of the bid sheet, the successful bidder loses all retention rights to his / her former position.
B3. Bids for all Mail Handlers shall include in the bid the following information:
B3b. PS salary level and craft.
B3c. Hours of duty (beginning and ending).
B3d. The principle assignments are as defined by operation number and / or location of activity.
B3e. Qualification standards and occupational code numbers.
B3f. Physical requirements unusual to the specific assignment (heavy lifting, etc.).
B3g. Invitation to employees to submit bids.
B3h. Name of the Mail Handler currently in the position.
C1. Local 332's Salt Lake Branch Administrative Vice President or his / her designee shall be consulted two weeks prior to making proposed changes in assignment descriptions. The Union will have the right to waive the two week requirement when it is determined that no purpose is served by delaying said changes. Such consultation shall precede:
C1b. Abolishing previously established assignments.
C1c. Filling of positions by assignment or details over thirty (30) days.
C1d. Creating new positions
for bidding.
The criteria for posting a position that is properly held by an employee, is as outlined in Article 12, Section 3B7, with the following additions:
C2b. When a position is
reposted due
to a change in duties, or principle assignment area, the
full - time regular presently filling the assignment
shall have the option to accept the
new assignment.
